Two labels can describe the same garment
A base-layer top goes beneath other clothing. It may have short sleeves, long sleeves or a partial zip. An everyday T-shirt is normally chosen to look and feel right without another shirt over it. The categories overlap because the same crew-neck shape can serve either purpose.

Can you wear a merino base layer as a normal shirt?
Yes, if you like how the specific garment looks and feels on its own. The name does not prohibit it. Try it in ordinary daylight and through normal movements before assigning it a double role. A thin top that looks opaque against a dark wall may not look the same against a bright window.
Look at details you would normally notice in a casual tee: the neckline, whether the hem looks unusually long, and whether the shoulder and side seams suit your taste. A thumb loop or conspicuous contrast stitching may be exactly what you want for outdoor use and less useful for dinner. These are style decisions rather than defects.
Use the transparency guide if fabric coverage is the deciding factor. Increasing wool percentage will not by itself tell you whether the finished shirt is opaque.
Can an everyday merino tee work beneath other layers?
It may, provided the surrounding clothes fit comfortably over it. Try the intended overshirt or fleece rather than assuming a label marked regular fit will be suitable. Extra sleeve fabric can bunch, and a bulky collar may sit awkwardly at the next neckline.
If you mainly need a visible shirt, begin with merino T-shirts and check how the candidate fits beneath your jacket. For a dedicated underlayer, prioritize the close, comfortable base-layer fit.
